中化建國際招標有限責任公司（以下稱(chēng)為“招標代理機構”）受中海殼牌石油化工有限公司（以下稱(chēng)為“招標人”）委托，就中海殼牌惠州三期乙烯項目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開(kāi)招標�，F邀請投標人對下列貨物和服務(wù)提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited          (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項目概況：中海殼牌石油化工有限公司（以下簡(jiǎn)稱(chēng)“中海殼牌”）擬在廣東惠州大亞灣石化產(chǎn)業(yè)園區新建中海殼牌惠州三期乙烯項目，以實(shí)現其打造世界級、高度一體化的石化基地的愿景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

系統包含預接觸罐及攪拌器、汽蒸器及攪拌器、汽蒸旋風(fēng)活化器。
預接觸罐：容積0.0055m3、設計壓力4.6MPaG、設計溫度190℃；
汽蒸器：容積62.5m3、設計壓力0.5 MPaG、設計溫度200℃。
Main Specifications: system include Precontacting Pot and Agitator，Steamer and Agitator and Steamer cyclone activator.
Precontacting Pot: Volume0.0055m3,Design pressure 3.9MPaG，Design Temp 190℃;
Steamer: Volume 62.5m3, Design pressure 0.5MPaG，Design Temp 200℃;

For goods offered from within PRC customs territory: 13 months after signing the contract (date of arrival on site)
從中華人民共和國關(guān)境外提供的貨物: 合同簽訂后12個(gè)月（提單發(fā)貨時(shí)間）
For goods offered from outside PRC customs territory: 12 months after signing the contract (departure date on Bill of Lading)

3. 對投標人的資格和業(yè)績(jì)要求：

（1）資格要求 
Requirements for Qualification of Bidder
A．如果投標人為境內注冊公司，投標人需提供合法有效的企業(yè)法人營(yíng)業(yè)執照、稅務(wù)登記證及組織機構代碼證或證照合一的營(yíng)業(yè)執照，投標時(shí)需提供原件掃描件（原件備查）；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 從中華人民共和國關(guān)境內制造的貨物：投標人只能為投標設備的制造商。
For goods manufactured within PRC customs territory ：Bidders can only be the manufacturers of the bidding equipment.
從中華人民共和國關(guān)境外制造的貨物:投標人可為投標設備的制造商或授權代理商。
For goods manufactured outside PRC customs territory: Bidders can be the manufacturers or Authorized Agents of the bidding equipment.
如果投標人為代理商，投標人應得到所投貨物制造商同意其為本次投標提供該貨物的合法正式授權書(shū)。
If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.
