簡(jiǎn)要規則描述：為加強浦東新區供水水質(zhì)管理，本項目擬通過(guò)競爭性磋商的方式選取合格的供應商對區域內供水水質(zhì)進(jìn)行檢測，對轄區內原水、出廠(chǎng)水、管網(wǎng)水(二次供水）做好全過(guò)程水質(zhì)監測，確保真實(shí)、全面、及時(shí)的掌握新區的水質(zhì)動(dòng)態(tài)，保障供水水質(zhì)安全。（具體詳見(jiàn)第三章采購需求書(shū)）
Brief Specification Description: In order to strengthen the management of water quality in Pudong New Area, this project plans to select qualified suppliers through competitive negotiation to test the water quality of the water supply in the area. The entire process of water quality monitoring will be carried out for raw water, factory water, and pipeline water (secondary water supply) in the jurisdiction to ensure a true, comprehensive, and timely grasp of the water quality dynamics in the new area and ensure the safety of water supply quality. (Please refer to Chapter 3 Procurement Requirements for details)

二、申請人的資格要求
2. Qualification Requirements for Suppliers
(a)滿(mǎn)足《中華人民共和國政府采購法》第二十二條規定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實(shí)政府采購政策需滿(mǎn)足的資格要求：1）落實(shí)預留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目是專(zhuān)門(mén)面向中小企業(yè)采購，評審時(shí)中小企業(yè)產(chǎn)品均不執行價(jià)格折扣優(yōu)惠。
