中化建國際招標有限責任公司（以下稱(chēng)為“招標代理機構”）受中海殼牌石油化工有限公司（以下稱(chēng)為“招標人”）委托，就中海殼牌惠州聚碳酸酯項目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開(kāi)招標�，F邀請投標人對下列貨物和服務(wù)提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited          (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Polycarbonate Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.
1.  招標條件

項目概況：中海殼牌石油化工有限公司（以下簡(jiǎn)稱(chēng)“中海殼牌”）擬在廣東惠州大亞灣石化產(chǎn)業(yè)園區新建中海殼牌惠州聚碳酸酯項目，以實(shí)現其打造世界級、高度一體化的石化基地的愿景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Polycarbonate Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

主要技術(shù)規格Main Specifications：
全通徑氣動(dòng)旋塞（切斷）、閥體材質(zhì)主要為CF8M、閥內件材質(zhì)主要為316以及少量904L、最高設計壓力600LB、最高設計溫度260℃。
Full bore pneumatic plug valves(on-off)、Body Material is CF8M、Trim material is 316 and few 904L、Maximum design pressure class is 600LB、Maximum design temperature is 260 degrees Celsius.
 
交貨期Delivery Schedule：
從中華人民共和國關(guān)境內提供的貨物：2026年3月31日前（貨到項目現場(chǎng)時(shí)間）
For goods offered from within PRC customs territory: before 31 March, 2026 (arrival date to the job site)
從中華人民共和國關(guān)境外提供的貨物:2026年1月15日前（提單發(fā)貨時(shí)間）
For goods offered from outside PRC customs territory:  before 15 Jan，2026 (departure date on the Bill of Lading)

For goods offered from outside PRC customs territory: CIF (Yantian Seaport, Shenzhen)
3. 對投標人的資格和業(yè)績(jì)要求：

（1）資格要求 
Requirements for Qualification of Bidder
A．如果投標人為境內注冊公司，投標人需提供合法有效的企業(yè)法人營(yíng)業(yè)執照、稅務(wù)登記證及組織機構代碼證或證照合一的營(yíng)業(yè)執照，投標時(shí)需提供原件掃描件（原件備查）；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B．本次招標不接受代理商投標。投標人應是投標貨物的制造廠(chǎng)商（包括制造廠(chǎng)商所在集團內負責銷(xiāo)售的公司）。如果投標人是制造廠(chǎng)商所在集團內負責銷(xiāo)售的公司，投標人應提供聲明，說(shuō)明投標人與制造廠(chǎng)商隸屬同一集團，負責投標貨物的銷(xiāo)售工作。
Bid by Agent is not accepted. The bidder shall be the manufacturer of bid goods,including the sales company within the same group as the manufacturer of bid goods. If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents to prove that the sales company is within the same group as the Manufacturer and it is responsible for the sales of the bid goods.

（2）資質(zhì)要求Qualification requirement:
投標人所投產(chǎn)品的制造商須取得覆蓋本次投標產(chǎn)品等級且有效的《特種設備型式試驗證書(shū)》。
The manufacturer of the bid product shall obtain a valid Special Equipment Type Test Certificate covering the grade of the bid product.

（3）業(yè)績(jì)要求Requirement for Bidder's reference:
2015年1月1日至投標截止日（以合同簽署時(shí)間為準），投標人所投產(chǎn)品的制造商有雙酚A裝置（BPA裝置）氣動(dòng)旋塞閥的2個(gè)合同業(yè)績(jì)且單個(gè)合同閥門(mén)數量大于或等于50臺。
