簡(jiǎn)要規格描述或項目基本概況介紹、用途：將糧庫西側圍墻臨近5根高壓電線(xiàn)桿及3根路燈桿等其他附屬設施通過(guò)搬遷集并的方式，使通車(chē)輔道上從糧庫南側圍墻至大門(mén)路段不再有高壓電線(xiàn)桿阻礙通行。優(yōu)化后，原高壓電線(xiàn)桿阻擋糧庫大門(mén)進(jìn)出的困難能夠消除阻礙運糧車(chē)安全轉彎的情況得以改善、且增加緊急情況下臨時(shí)蓄車(chē)的可能。

二、申請人的資格要求
2. Qualification Requirements for Bidder
(a)滿(mǎn)足《中華人民共和國政府采購法》第二十二條規定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實(shí)政府采購政策需滿(mǎn)足的資格要求：1. 滿(mǎn)足《中華人民共和國政府采購法》第二十二條規定；
2. 落實(shí)政府采購政策需滿(mǎn)足的資格要求：
（1）扶持中小企業(yè)政策：本項目（是）專(zhuān)門(mén)面向中小企 業(yè)采購；
（2）監獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)。
(b)Qualification requirements to be met to implement government procurement policies: 1. Meet the provisions of Article 22 of the Government Procurement Law of the People's Republic of China; 2. Qualification requirements for implementing government procurement policies: (1) Supporting policies for small and medium-sized enterprises: This project is specifically aimed at procurement for small and medium-sized enterprises; (2) Prison enterprises and welfare units for disabled persons shall be treated as small and micro enterprises.
(c)本項目的特定資格要求：1） 供應商必須是中國境內注冊的獨立法人、其他組織；
2） 投標人應具有行業(yè)主管部門(mén)頒發(fā)的電力工程施工總承包三級及其以上資質(zhì)，并在人員、
設備、財務(wù)等方面具有相應的施工能力；
3） 具有在上海市備案的安全生產(chǎn)許可證；
